How Southern California Edison Is Automating the Grid for an AI-Driven Future

Modernizing operations across 600 substations and 200 telecom sites  without inflating O&M spend, and laying the foundation that Project ORCA’s AI agents need to act safely.

Challenge

Field-area network refresh, AMI 2.0, and wildfire-hardening projects were adding tens of thousands of devices. Scripts and spreadsheets couldn’t keep pace, and the data needed to fund AI initiatives wasn’t clean or trustworthy.

Solution

SCE partnered with Itential and WWT to build a vendor-agnostic orchestration layer with governance, lifecycle management, and the clean data streams Project ORCA’s AI agents could safely act on.

Impact

80% reduction in manual effort, device onboarding compressed from weeks to minutes, and the operational foundation for a self-healing grid – without adding headcount or inflating O&M.

The Challenge

Scaling the Grid Without Scaling Headcount & Without Sacrificing AI Readiness

Southern California Edison keeps the lights on for nearly 15 million Californians across 50,000 square miles. The estate spans 600 substations, 200 telecom sites, and tens of thousands of new devices being added through field-area network refresh, AMI 2.0, and wildfire hardening.

Scripts and spreadsheets had hit their ceiling. Onboarding took weeks. Quarterly compliance meant after-hours CLI sessions and copy-paste config checks. Data lived everywhere – and nowhere trustworthy enough to fund the AI initiatives leadership wanted to back. The mandate was clear: modernize without inflating O&M spend, and build a foundation safe enough for AI to act on.

SCE didn’t need another script. They needed an orchestration foundation strong enough to unify automation today and govern AI-driven operations tomorrow.

Why Itential

Choosing the Foundation, Not Just a Tool

After evaluating script-based and vendor-specific approaches, SCE – with WWT validation – chose Itential as the orchestration foundation. Five criteria shaped the decision.

Five Criteria, One Platform That Met Them All

SCE didn’t need another point tool. They needed a platform that could orchestrate a multi-vendor grid, embed governance into execution, and turn proven workflows into reusable assets. Itential cleared every requirement.

Vendor-Agnostic Orchestration Across the Estate

Cisco, Nokia, OT firewalls, cloud, and beyond – Itential normalizes every vendor and source of truth into one API-driven layer. Build once, execute everywhere. No lock-in, no domain-specific tools stitched together with custom code.

Built-In Governance & Compliance

Every workflow logs to NetBox, validates against policy, and produces NERC-CIP audit evidence on demand. Role-based access at the service and gateway level – not just on inventory. Governance is part of execution, not a separate audit project.

Low-Code Speed, High-Code Depth

Drag-and-drop workflow building for rapid wins, plus Python, Ansible, and Terraform when deeper logic is required. The platform meets engineers where they are – without forcing them to choose between speed and control.

Reuse, Not Rip-&-Replace

Years of investment in playbooks, sources of truth, and existing tooling become callable building blocks – not liabilities to retire. Itential orchestrates SCE’s existing assets rather than replacing them, turning sunk cost into ongoing leverage.

WWT Validation & Time-to-Value

WWT reproduced SCE’s environment in their Advanced Technology Center and demonstrated zero-touch provisioning in two weeks – giving executives the proof of value they needed before broad adoption. Structured enablement reduced the skills risk that comes with any new platform.

Itential has been instrumental in our journey to modernize and automate SCE’s network infrastructure. By providing a centralized orchestration platform, we’ve been able to create a vendor-agnostic automation framework that scales across our entire network – from Zero Touch Provisioning for Cisco refreshes to MPLS transport, firewalls, and beyond. With automation at the core of our strategy, we’re not just improving efficiency-we’re redefining how utilities manage network operations in the age of AI and digital transformation.

The Solution

From Scripts to Orchestration & the On-Ramp to Project ORCA

With Itential as the orchestration foundation and WWT as the implementation partner, SCE is building workflows that span the field-area network, substations, and telecom sites without being rebuilt for each domain. The architecture solves the immediate scale problem and creates the governed execution layer that Project ORCA’s AI agents need to operate safely on production grid infrastructure.

Zero Touch Provisioning at Scale

End-to-end ZTP workflows onboard new devices across field-area networks, substations, and telecom sites – compressing provisioning from weeks to minutes and eliminating mistyped-IP outage risk for tens of thousands of devices.

Lifecycle Management & NERC-CIP Compliance

Configuration state is tracked continuously. Before-and-after comparisons, full change history, and on-demand audit evidence replace after-hours CLI sessions and copy-paste config checks.

Self-Service for Federated Grid Teams

Approved workflows are made available to grid and NOC teams with role-based access controls – reducing escalation volume and enabling teams to resolve issues independently across the federated organization.

Software Upgrade Automation

Automated pre- and post-change validation reduces upgrade error rates and catches drift before it causes incidents – replacing manual checks with deterministic, auditable workflow logic.

Trusted Data Foundation

Orchestrated workflows produce structured, machine-readable data with full state context and history – the trusted operational data layer SCE’s analytics, audit, and AI initiatives all depend on.

Integration With Existing Systems of Record

Native connectors to NetBox, Remedy, IPAM, CMDB, and cyber tools mean every workflow pulls from and writes back to the systems engineers already trust. Years of investment become orchestration leverage, not retirement candidates.

The orchestration layer lets our AI agents trigger safe, compliant actions – that’s our roadmap to a self-healing grid.

The Outcome

Turning Grid Complexity into AI-Ready Operations with Itential

Moving from fragmented scripts to governed, multi-domain orchestration produces outcomes that compound as automation coverage expands and Project ORCA’s AI capabilities are layered on top.

80%
Reduction in Manual Effort
Provisioning, compliance checks, and device tasks now complete in minutes – not weeks.
Mins
Device Onboarding Cycle Time
Onboarding that used to take weeks now completes in minutes. ZTP workflows replace mistyped-IP risk with deterministic, auditable execution.
1K+
Manual Hours Eliminated Per Month
Self-service across federated teams replaced after-hours CLI sessions and audit firefights.
1 Day
Site Activation Same Day
Down from weeks. ZTP workflows now activate new sites in a single day across field-area networks, substations, and telecom.
Zero
Headcount Added
Modernization delivered without inflating O&M spend – the original mandate, met.
AI-Ready by Design
Governed workflows, RBAC at the gateway, and stateful lifecycle context – the execution layer Project ORCA’s AI agents need to act on grid infrastructure safely.

The Foundation Is Set. The AI Layer Is Next.

The foundation is set. The AI layer is next. With orchestration in place, SCE is moving Project ORCA from insight to action – closing the loop between AI-driven anomaly detection and governed remediation on production grid infrastructure.

The same orchestration layer is now FlowAI-ready. As agentic capabilities mature, FlowAgents will reason through the highest-complexity grid workflows – software lifecycle, compliance evidence, multi-domain change – while every action runs through Itential’s deterministic, auditable execution.

AI applies where judgment helps; governance stays where the grid demands it. The platform doesn’t need to be re-architected for what’s coming. It was built for it.
